FLPPS, Common Ground Health-Rochester RHIO to combine

The Finger Lakes Performing Provider System is merging with Common Ground Health-Greater Rochester Regional Health Information Organization. FLPSS CEO Carol Tegas has been selected to serve as the new organization’s CEO.

Common Ground Health, a nonprofit health research and planning organization for the Rochester-Finger Lakes region, combined with Rochester RHIO in 2024. Its CEO, Marlene Bessette, plans to retire in March.

The merged operations will seek to combine existing strengths in secure health information exchange with FLPSS’ skills in improving health care delivery and health outcomes as a network of clinical and community-based providers across the Finger Lakes region.

“FLPPS is a valuable partner to clinicians and communities, working collaboratively to enhance health care delivery in our region,” says Kathy Parrinello, Strong Memorial Hospital president and CEO and FLPPS board co-chair. “By joining forces with Common Ground Health-Rochester RHIO, these nonprofit entities will be stronger together. They will be better aligned and well-positioned to meet the evolving health care needs of the partners and communities we serve.”

With more than 35 years of experience in health care and nonprofit strategic planning, Tegas has led FLPSS since 2014, including projects such as the five-year, $565 million NYS Delivery System Reform Incentive Payment program implemented during her tenure.

“Carol and I have worked closely for years, and this merger of all three legacy organizations has been underway since 2024,” Bessette says. “She can expertly lead a team to scale interventions that address costly and preventable health conditions across our region. She is able to adapt approaches to rural and underserved communities, and she is committed to breaking down barriers, so people can live their healthiest lives.” 

Tegas’ appointment as CEO is planned for April 1, after the merger is final.
